TRICARE implemented The Childbirth and Breastfeeding Support Demonstration (CBSD) on January 1, 2022. Currently, it will run until December 31, 2026, unless it is enacted into law. This is a temporary demonstration.
During this demonstration project, TRICARE will cover the cost of TRICARE-authorized certified doulas and certified lactation consultants/counselors.

Per The Federal Register, “The purpose of the demonstration is to study the impact of adding these providers and services on cost, quality of care, and maternal and fetal outcomes for the TRICARE population.”

Since the start of this demonstration, I am the only TRICARE-contracted and in-network Certified Doula for Monterey County. I have been serving military families for 25 years as a doula, childbirth educator, lactation counselor and Midwife. It has been an honor and a privilege serving you.

There are no out-of-pocket expenses for you unless you opt for additional services that are not TRICARE covered such as mileage or wanting more than the allotted six hours of visits. These will be at your expense and will be billed to you at my current rates accordingly. For your doula services, I am paid directly by TriWest/TRICARE.

For you to qualify for doula services, you must:

Be at least 20 weeks pregnant upon your first prenatal visit

Be enrolled in TRICARE Prime, TRICARE Prime Remote or TRICARE Select

If you have Tricare Prime, you must obtain a referral from your PCM before meeting with your doula for the first time

Choose prenatal care with a Tricare-authorized OB/GYN or Certified Nurse Midwife (CNM)

Plan to birth outside a military hospital or clinic (Monterey County currently does not have a Military Treatment Facility or MTF)

At this time, TRICARE For Life, US Family Health Plan, or the Continued Health Care Benefit Program do not qualify for this demonstration.

Please note: At this time, if you have Other Health Insurance (OHI), I am unable to accept you as a client as it is extremely difficult to get paid by TriWest/TRICARE once a second insurance policy is involved. If you decide to pay out-of-pocket for doula services, The Birth Network of Monterey County has a list of doulas to contact.

What is covered under this demonstration?

Six hours of antepartum and/or postpartum visits.

Continuous labor support (this is a separate visit and does not count towards your six antepartum or postpartum visits)
